In my experience helping hundreds of scam / blackmail victims, blackmailers are bluffing.
If necessary change your phone number or create a new email address.
Do not pay him anything.
How many girls or guys keep extra pantyhose in their glove box or console of their vehicle?
Block and stop all communication with him.
